Certificate of Continued Occupancy (CCO)

Bogota requires a Certificate of Continued Occupancy before a building or part of a building is newly occupied after a sale, new tenancy, change of use or change of occupancy. The owner or landlord is responsible for applying.

Apply at least 21 days ahead

The Borough code requires the CCO application at least 21 days before the anticipated occupancy by the new owner or tenant.

One-family dwelling

For applications received more than 20 business days before the change of occupant, the current base CCO fee is $100.

Two-family dwelling

The current base fee is $150 when the application is received more than 20 business days in advance.

3+ unit apartments

The current base CCO fee is $60 per applicable apartment under the published fee schedule.

Review may involve multiple officials

The CCO inspector may review the application with construction, fire, health and other subcode officials as needed.

Smoke detection

Bogota's code requires compliant smoke detection before a continued-occupancy certificate can be issued to a dwelling.

Do not wait until closing week.CCO timing, inspections and corrections can affect possession or closing. Confirm the current application, fees and inspection requirements directly with the Building Department.

Rental property rules

Single- & Two-Family Registration

The Bogota Fire Prevention Bureau currently provides a Single and 2-Family House Rental Registration form. Landlords should confirm all registration and inspection requirements before a new tenancy.

CCO at tenant change

A change in occupancy triggers Bogota's continued-occupancy requirements, so rental turnover should be planned with enough time for municipal review.

Short-Term Rentals Restricted

Bogota's municipal code prohibits dwelling-unit rentals for periods of 30 days or less. Longer lawful tenancies are not prohibited by that section.

Fire Prevention & Rental Forms

Lead-safe requirements for rentals

New Jersey requires periodic lead-based-paint hazard inspections for many pre-1978 single-family, two-family and multiple rental dwellings. Owners may use the municipal process or a qualified private lead-evaluation contractor where permitted by state law.

Every 3 Years / Turnover

Covered rental units generally require an inspection every three years or upon tenant turnover when there is no valid lead-safe certificate.

Lead-Safe Certificate

A state lead-safe certificate is generally valid for two years and may affect whether another turnover inspection is immediately required.

Exemptions Exist

Post-1978 dwellings, certified lead-free units and certain qualifying multiple dwellings may be exempt. Verify the exact unit.

Lead-safe is not the same as lead-free.The state program regulates identified hazards and inspection cycles. Owners of older rentals should preserve certification and disclose required records during a later property transfer.

Construction Permits

Renovations, additions, plumbing, electrical, fire-protection and structural work may require permits and final inspections.

Site Improvements

Driveways, curbs, sidewalks, steps, fences and sheds have their own current Borough application path.

Illegal Conversions

Do not assume a basement apartment or additional dwelling unit is lawful because it physically exists. Verify zoning and occupancy records.

Open Permits

Buyers should check whether prior additions, decks, finished basements or major systems have open or unresolved permits.

Variance Applications

Projects that do not conform to current zoning may require Planning/Zoning Board review rather than a standard construction permit.

Commercial / Mixed Use

Properties in redevelopment or business districts may be subject to separate redevelopment-plan standards and site-plan approvals.

Property taxes & assessments

The Tax Assessor determines the assessed value used to distribute the local property-tax burden, while the Tax Collector handles billing and payments.

Quarterly due dates

Bogota property taxes are due February 1, May 1, August 1 and November 1, with a 10-day grace period under current Borough guidance.

Assessment ≠ market price

An assessed value is used for taxation and should not be treated as an appraisal or assumed to equal current market value.

The Borough's current utility directory identifies Veolia Water as the water-service contact for Bogota.

Electric & Gas

PSE&G is the current electric and natural-gas utility contact listed by the Borough.

Sanitary Sewer

Bogota operates local sanitary sewer infrastructure within the Bergen County Utilities Authority service district for wastewater treatment.

Ask about service lines and sewer history.For an older home, buyers should ask about water-service-line material, sewer lateral work, prior backups, sump pumps and drainage improvements rather than assuming all utilities were recently updated.

Hackensack River, flood & stormwater review

Bogota's western edge sits along the Hackensack River. River Road, West Fort Lee Road and redevelopment parcels include low-lying land where flood-hazard, water-body and stormwater constraints can materially affect property due diligence.

2026 Stormwater Plan

The Borough posted a new Stormwater Management Plan dated April 24, 2026, a pollution-prevention plan dated May 1, and a May 2026 stormwater-control ordinance.

Parcel-Specific Review

Do not infer flood status from a neighborhood name. Check the exact block and lot through current FEMA, NJDEP and municipal records.

Insurance & Drainage

Ask about flood insurance, prior water entry, sump pumps, grading, sewer backups and any flood-mitigation or elevation work.

Redevelopment does not eliminate river conditions.The new waterfront represents major environmental and engineering investment, but riverfront buyers and renters should still understand evacuation access, stormwater systems and insurance conditions.

The Atwater & redevelopment

Bogota's West Fort Lee Road waterfront is no longer simply a future redevelopment concept. The Borough's current Housing Element identifies The Atwater apartments as completed West Fort Lee Road redevelopment, and the rental community is actively leasing.

Former Industrial Waterfront

The project replaced major former industrial uses with multifamily housing, retail/service space and riverfront improvements.

Active Rental Community

Current leasing offers studio, one-bedroom and two-bedroom homes. Availability and pricing change continuously and should be checked directly at time of inquiry.

Public Riverfront Walkway

The development includes a new riverfront walkway, adding a public-access component to an area once dominated by industrial property.

Additional housing planning continues.Bogota's 2026 Housing Element amendment proposes inclusionary overlay zoning on properties north of West Fort Lee Road across from The Atwater. That is a planning mechanism for potential future housing—not a claim that those additional units are constructed or available today.

Affordable housing planning

Bogota adopted a new Housing Element and Fair Share Plan for the state's fourth affordable-housing round and amended that plan in 2026 following mediation with Fair Share Housing Center.

Round Four

The current planning period runs from July 1, 2025 through June 30, 2035 under New Jersey's updated affordable-housing framework.

Inclusionary Planning

The Borough is using existing affordable units, redevelopment mechanisms and proposed overlay zoning to address its obligation.

Verify Actual Availability

A housing-plan reference does not mean an affordable unit is currently open for application. Eligibility and availability should be confirmed through the responsible housing program.

Current 2026–27 configuration serves Pre-K through grade 1.

Steen Elementary

Current 2026–27 configuration serves grades 2 through 5.

Middle & High School

Bogota Middle School serves grades 6–7, while Bogota Jr./Sr. High School serves grades 8–12.

NJ Transit Buses

Routes serving Bogota provide access toward Hackensack, New York, Jersey City and Bergen County destinations.

No passenger rail station

Freight rail remains part of the borough landscape, but residents rely on buses, roads and nearby Hackensack-area rail stations for passenger transit.

Close to major employers

Hackensack and Teaneck put healthcare, county government, education and professional employment within a short commute.
